The consortium is currently being established and brings together organisations with complementary expertise covering technology development, innovation management, strategic roadmapping, policy support, international collaboration and stakeholder engagement across the ocean energy sector.
The core group includes leading organisations that steer the global ocean energy agenda, holding pivotal roles within the European Energy Research Alliance (EERA), ETIP Ocean, the Ocean Energy Europe ecosystem, the Ocean Energy Implementation Working Group (IWG), and the International Energy Agency Ocean Energy Systems (IEA-OES) collaboration framework. Through these roles, consortium partners actively contribute to the Strategic Research and Innovation Agenda (SRIA), helping shape future research priorities for the sector.
TECNALIA is the largest applied research and technology organisation in Spain and one of Europe’s leading private research centres. It possesses extensive expertise in renewable energy innovation, technology assessment, and strategic impact evaluation.
Within the ocean energy sector, TECNALIA has spearheaded numerous European projects focusing on wave and tidal technologies, offshore systems, digitalisation, and innovation management. TECNALIA holds a pivotal leadership role in the global arena, serving as Co-Chair of the European Energy Research Alliance Joint Programme on Ocean Energy (EERA JP Ocean Energy)—jointly with the University of Edinburgh—and maintaining an active, leading participation in the International Energy Agency Ocean Energy Systems (IEA-OES).
Its mastery of structured innovation methodologies and technology evaluation frameworks makes TECNALIA a key driver in identifying and prioritising the sector’s future R&I needs.

With its background in the management of multi-stage technology maturation pathways, strategic allocation of funding, and having a deep understanding of the underlying technical challenges, WES brings an unparalleled expertise to the design and execution of Financial Support to Third Parties (FSTP) mechanisms and competitive innovation programmes within the ocean energy sector.
As a strategic observer within the Ocean Energy Implementation Working Group (IWG), WES bridges the gap between high-level innovation and broader European strategic objectives, providing critical insights into technology selection and sector-wide learning.

For over two decades, WavEC has acted as a trusted partner for technology developers and public authorities, providing expert technical studies and resource analysis. Beyond its project portfolio, WavEC provides critical global coordination as the manager of the IEA-OES Technical Secretariat.
